electronic Mapping and Permitting Registry(eMAPR)

The AG Research eMAPR solution is designed to provide a full featured WEB based geo-referenced methodology to register, permit, lease and regulate land use so that it conforms to jurisdiction’s regulations, restrictions and prohibitions. The system allows clients and their agents to manage their own information and transactions via an easily accessible web-based interface. Most activities require no administrative action while others require acceptance, modification or rejection. The eMAPR solution is the latest in Land Stewardship and Mineral Registry offerings by AG Research. Similarly eMAPR can support other land based licensing and permitting operational concerns including petroleum registry.

The eMAPR solution is designed to maintain the data, business logic, mapping services, and presentation layers separately. This allows the mapping information to be administered outside the system and allows multiple presentation layers (Windows application, WEB, and mobile browser and WEB services) to be exposed while keeping all of the business logic separate for maintenance. The design permits the application to plug into any ODBC compliant data store (currently MS SQL Server.) without impacting the business logic or presentation components. eMAPR is built in a Service-Oriented-Architecture (SOA) to provide a flexible, integrated suite of services that can be used within multiple business domains.

Spatial reference, base map, potential prohibition and restriction layers can all reside among the many external systems. However, the ultimate spatial selection layers and designation of layers as restrictions and prohibitions are controlled by the system administrator.

The eMAPR application can be modified to meet the particular operational requirements of each individual jurisdiction.
